How do I get the floating text editor to pop-up over my text on my iPad?

Unfortunately, the pop-up text editor does not appear over highlighted text on touch-enabled iOS screens. 

While you still have the option to style your text (bold, underline, italicize), change headings, paragraph alignment, enumerate and add block quotes, at this time, you will not be able to change the font, size or colour of text while on an ipad. 

In the future we will be optimizing the iOS touch-screen experience in order to allow for full editing features - stay tuned!
